Locking OCR dependencies with hashes

Generated the hashed runtime lockfile with pip-compile. Repeated unsuccessful attempts led to option changes, narrower dependency extras and a separate locking environment before clean installation succeeded.

Generating reproducible Python dependency locks

Installed pip-tools in an isolated environment and used pip-compile with the backtracking resolver to generate production and development lock files with hashes. The resulting files installed cleanly.
