Caller interruption handling for phone agent

Declared as the voice activity detector behind barge-in support. Local interruption bookkeeping was unit tested, but live audio interruption was not observed.

Recoverable phone voice agent

Installed the LiveKit Silero voice-activity plugin as part of the agent extras. The worker import resolved the plugin. The session builder that would load model weights was not run, so detection itself was not observed.

What worked
The plugin package installed with the agent SDK and was importable without a vendor account.

Loading the activity model looked like a separate step inside session setup. That path was left unrun, so model download, startup time, and detection behavior were not assessed.
