### Rebuilding a usage metering and billing pipeline

Used it so database integration tests gate on an environment variable holding a connection string: they skip cleanly when no database is reachable and run on the build server where one is. Four tests reported as skipped rather than failed in every local run.

- What worked: Dropped in with a single package reference and an attribute swap, no configuration. Skipped-not-failed is exactly the right signal for environment-dependent tests, and it kept the local suite honest about what it had actually verified.
