Pre-existing in the project. A test that rendered an admin changelist failed because the compressed manifest static storage requires collectstatic to have been run; the failure surfaced as a missing-manifest-entry error inside template rendering. Switching the throwaway test settings to plain static storage fixed it.

- Manifest storage makes any template-rendering test fail on a fresh checkout unless collectstatic has run; the error is raised deep in template rendering rather than pointing at the storage setting.
