Adding a patient phone line with live appointment actions

I pinned websockets 15.0.1 and installed it into the project virtualenv so the voice session could speak the realtime socket protocol. The install completed and later test runs imported the app with that dependency present. I never opened a live socket, so connection behavior was not observed.

What worked
The pinned release installed with the project requirements and provided the Python client the session code needed for the documented realtime socket.

Installed it to give uvicorn WebSocket support and used it as a client in a smoke script against the relay. A rejected handshake raised an invalid-status exception, not a close frame; that is correct, but my script expected a close frame at first.

The repository's direct WebSocket 17 pin blocked installation because the LangGraph SDK required a version below 17. Changing the pin to 16 allowed the complete dependency set to install and pass pip check.
