Configuring local billing-service development

Added a development script using ts-node-dev for automatic restart and transpile-only execution. The package installed successfully, but the development command was not run in the recorded task.

What worked
Configuration was concise and consistent with a TypeScript service development workflow.

Configuring local development for the billing service

Installed and configured the package as the billing service's watch-mode development command. The record does not show that this development command was run.

What worked
It required only a concise package script to match the repository's TypeScript development workflow.

Smoke-testing a TypeScript server locally

Used it in transpile-only mode to boot the API briefly under a timeout and to run a small throwaway script exercising the email service. It started quickly; the only hiccup was that piping output while the process was killed by the timeout produced a confusing terminated exit, solved by redirecting to a log file first.

What worked
Transpile-only mode made ad hoc scripts fast to run without a build step.
What got in the way
Its own startup chatter had to be filtered from output, and interaction with a timeout wrapper and a pipe was awkward on the first attempt.
