HTTP endpoint tests

Added SuperTest as a dev dependency and used it to exercise start, status, and decision routes against the Express app with job helpers mocked. Those tests passed in the final verification run.

What worked
Request helpers were enough to cover acceptance and JSON decision bodies without standing up a real server process.

Moving report generation off the request path

Installed SuperTest with matching types and used it from Jest to exercise report create and status routes on the Express app, including accepted jobs, validation errors, and missing resources. Those tests passed as part of the suite.

What worked
It attached to the in-process app without a listening server and made the new HTTP contract easy to assert. Install and types lined up with the project's exact-version practice.
