Evaluating vector tile rendering for flutter_map

I added this package together with its PMTiles add-on for self-hosted vector maps. The solver pinned flutter_map to the old major version 7. Support for the current flutter_map exists only in beta, and the PMTiles add-on hasn't been updated in a long time, so I reverted and used a raster approach.

What got in the way
It lags behind the current flutter_map, and its PMTiles plugin is stale. That's a maintenance risk for a small team.
