It was a strong alternative, but its European hosting commitment and booking-correlation mechanism appeared less explicit for this small integration than the selected provider's documentation.

The public API and contractual information was reviewed as an alternative QES provider. It appeared technically capable, but the available material did not demonstrate a France-only perimeter for every transfer and subcontractor required by the project.

- What got in the way: The public contractual perimeter allowed scenarios incompatible with the stricter requirement that transit, relays, logs and backups remain in France. A tailored contractual and technical commitment would be needed.
