Adding qualified electronic signatures to a citizen portal

The public documentation exposed the needed concepts, but a live account, API key, level4 entitlement, callback setup, and security approval were still required.

What worked
The documentation clearly distinguished qualified level4 signatures from lower levels and described signed-document downloads and JWS webhooks well enough to build an isolated, testable integration.
What got in the way
No real transaction could be exercised without an enabled account and credentials, so production endpoint behavior, entitlement, and end-to-end reliability remained unverified.
