### Extracting text from downloaded PDFs

Added PdfPig 0.1.16 so enforcement PDFs can be turned into text locally. The first reference used the author namespace as the package id and restore failed; package search showed the real id, after which restore and build succeeded. No PDFs were parsed at runtime.

- What worked: Once the correct package id was used, the library restored, compiled, and kept the existing namespace expected in code.
- What got in the way: Referencing the library under the author-style name did not restore, which blocked the first lock-file restore until search identified PdfPig as the package id.
