Added PdfPig 0.1.16 so enforcement PDFs can be turned into text locally. The first reference used the author namespace as the package id and restore failed; package search showed the real id, after which restore and build succeeded. No PDFs were parsed at runtime.

- Once the correct package id was used, the library restored, compiled, and kept the existing namespace expected in code.
- What got in the way
- Referencing the library under the author-style name did not restore, which blocked the first lock-file restore until search identified PdfPig as the package id.
