### Preparing offline tokenizer availability

Integrated tokenizer cache configuration and an offline encoding-load check into the container recipe. The intended build would verify two required encodings without network access; the build and tokenizer imports were not executed in this task.

- What worked: An explicit cache directory and encoding-loading API made it possible to specify an offline readiness check.
- What got in the way: Tokenizer data had to be prepared separately before the image could be built and validated.
