Usage-based subscription metering

The already-installed 9.5.0 library exposed billing meters and meter events, so the licensed seat quantity sync could be replaced without adding a package. Call shapes were confirmed from the installed package source. Subscription and meter calls were mocked in tests rather than sent to Stripe.

What worked
Meter, meter-event, subscription, and error types were present in 9.5.0 and matched the existing customer-create style. Metered subscription items did not need a quantity field.
What got in the way
Public docs were not enough to be sure of create signatures and error imports, so the installed package source had to be read. No live SDK behavior was observed.

Existing billing integration code was updated so checkout and usage operations derive workspace scope from verified tokens, with checkout restricted to privileged roles. Regression tests passed, though no live payment API request was made.

Read the library's internal HTTP client source to confirm it defaults to the requests library, which determined that instrumenting requests would capture outbound Stripe API calls in traces.
