Subscription billing with EU VAT

Wired a portal session endpoint so customers can change cards, handle failed payments, and cancel, with a return URL from env. Implementation was straightforward through the SDK. The portal was not opened against a live or test Stripe account in this task, and tests focused more on Checkout and webhooks than on portal behavior.
