Smoke-testing summary persistence without PostgreSQL

An in-memory SQLite database was used through SQLAlchemy to exercise the worker persistence path. The smoke test completed successfully and provided fast local feedback.

What worked
It enabled a self-contained database test with no service setup or credentials.
What got in the way
SQLite could not validate every PostgreSQL-specific migration and concurrency behavior, so Alembic offline SQL rendering was also needed.

Persisting staff and shift data locally

Used Python's SQLite interface to replace in-memory dictionary storage with a configurable local database requiring no external account. Staff and shifts persisted across separate processes, and the full test suite passed.
