Durable journal event publishing

Added as the publishing client for journal events with durable producer settings and topic definition, used by the relay path.

What worked
Idempotent producer with full acknowledgements plus keyed records gave a clear story for no loss and per account ordering.
What got in the way
No live broker run was possible, so producer acknowledgements and partition behavior were only covered by unit tests and config review.
