Looked at public insurance intake and GDPR residency notes. Ruled out because automatic failover to another region is incompatible with a no-failover inference pin, even if extraction quality were otherwise acceptable.

- What worked: The residency and failover behavior was described clearly enough to make a hard no without a sales cycle.
- What got in the way: Automatic regional failover cannot be accepted when the app must refuse work processed outside one chosen region.
