### Wiring alarms to an on-call paging topic

Added an SNS topic as the fan-out point for all new CloudWatch alarms, with variables left open for subscribing a specific on-call tool's endpoint since none was configured in the repo.

- What worked: Defining the topic and generic subscription variables in Terraform was simple and required no vendor-specific setup to leave the integration point ready for later use.
- What got in the way: Could not confirm actual delivery to a paging rotation since no on-call integration endpoint or live AWS account was available to subscribe and test against.
