Adding an offline voice agent to a web app

Added a service worker to cache the application shell and same-origin build assets so a reload during a disconnection can still open a job that was already loaded. Cross-origin speech models were left to the speech library cache. The worker was not installed or fetched in a browser here.

What worked
A same-origin shell cache is a direct way to reopen the app during an outage, and the worker was a small static file with no extra dependency.
What got in the way
The worker was never registered in a browser, so cache hits, update behavior, and offline reloads were not observed. It also does not cover cross-origin model downloads.
