Selecting an in-region pull request reviewer

Opened the security-agents documentation while comparing Cursor products that might comment on pull requests. The page loaded. No agent was enabled. Hosted review was set aside because source and review data had to stay in the EU and run on the existing self-hosted runners.

Nothing on the page provided an in-region, runner-local review path that satisfied the residency constraint.

Read the security-review skill and related notes to see if a dedicated security reviewer could cover Azure DevOps pull requests. Docs indicated the security agents, including the security reviewer, are GitHub-only, so they were not enabled.
