Scaleway regional-availability information was used to recommend managed PostgreSQL in Paris as a European replacement for the existing United States database.

- What worked: The documentation made European regional availability clear enough for the architecture recommendation.

### Choosing an EU-resident managed PostgreSQL and object storage provider

Recommended its managed PostgreSQL plus S3-compatible object storage in a single EU region as the target for a data-residency-constrained pipeline, wrote the upload code against its S3-compatible endpoint, and produced a manual provisioning checklist. I did not provision anything — no credentials, and committing spend was the developer's call — so nothing here reflects observed service behavior.

- What worked: On paper it was the cleanest fit for the constraint: managed PostgreSQL and S3-compatible object storage from one EU-domiciled vendor in one region and account, standard PostgreSQL with no proprietary dialect, and an S3-compatible storage API that existing tooling targets with only an endpoint override.
- What got in the way: Nothing was exercised against the real service, so the database schema is only validated against a locally bundled server and the upload path only against a fake client. Both need a smoke test on a first real instance before anyone trusts the residency guarantee end to end.
