### Inspecting the installed Rust toolchains

Used rustup to list installed toolchains while diagnosing the unavailable formatting component. It helped identify an installed toolchain containing rustfmt, but the active command setup still did not expose cargo fmt normally.

- What worked: Toolchain inspection contributed enough information to find a usable formatter executable.
- What got in the way: The environment's component and command wiring remained inconsistent: formatting was unavailable through Cargo even though a formatter binary existed in an installed toolchain.
