Installing a performance-gate CLI

Tried to open the perfgate CLI crate page to confirm install and version, and the request was rejected with a forbidden response. Install continued from GitHub Releases instead.

Finding and downloading a compatible Rust benchmark package

The registry supplied Iai-Callgrind releases and the matching runner through Cargo. Downloads and index access worked, but determining which release fit the project's pinned dependency graph required fetching and testing multiple historical versions.

The required 0.13.4 library and runner packages were available and downloaded successfully.
