Internationalizing a server-rendered marketplace app

Created and loaded databases, ran migrations adding locale columns, and ran the minitest suite. The project had no bin/rails and the Rakefile didn't load a test task, so I used rake for database tasks and a plain Ruby loop to run tests. The final 23 tests passed, including with eager loading.

What got in the way
Running a migration rewrote the schema header comment, so I restored it to keep the diff small. The missing binstubs meant I had to work around the usual commands.
