Evaluated as a typical metered-billing and tax option. Rejected because external meters could not naturally replay months by effective date, and per-event data export plus prepaid latency made it a poor fit for low-volume invoicing needs.

Evaluated Recurly on the same rating and invoicing split as other SaaS billers. Volume tiers were plausible; contract decks and rerating of a closed period were not.

- What worked: The subscription-and-add-on model is familiar and quick to map, which made it straightforward to see where it would and would not cover the requirements.
- What got in the way: It does not reprice historical usage against a new dated rate deck or emit a line-by-line correction. That gap blocked it for both rating and invoice restatement.
