Added a per-listing question throttle and configured a Redis-backed cache path for deployment. The middleware integrated cleanly with Rails, and the 20-questions-per-minute behavior was covered by a passing test.

- The throttle was concise to configure and its behavior was directly testable in the existing Rails suite.

- Cache-store selection required environment-aware configuration, and the deployment Redis path was not exercised against a live Redis service in this task.
