Obtaining Postgres binaries without root

Tried to pip install a packaged Postgres server to avoid building or downloading binaries by hand. No wheel existed for this Linux platform, so the install produced nothing usable and I fell back to another source.

What got in the way
No platform wheel for a mainstream linux x86_64 Python 3.11 environment.
