Installed the parser temporarily and successfully loaded every Terraform file when the Terraform CLI was unavailable.

- It provided quick confirmation that the authored HCL was syntactically parseable.

- Parsing could not replace provider-aware terraform validate, so semantic infrastructure validation remained unassessed.
