Installing PyYAML to validate docker-compose.yml

Attempted a quick pip install of pyyaml to unblock YAML validation, but pip refused due to the system Python being externally managed (PEP 668), requiring an explicit override flag that wasn't used. The YAML check was dropped instead.

What got in the way
Install failed outright with an externally-managed-environment error rather than installing into any usable location.
