Attempting to obtain gettext catalog tooling

Installed the package while looking for gettext command-line utilities, but it did not add the required xgettext, msgfmt, or related executables and was not used further.

What got in the way
It did not provide the GNU gettext binaries needed by Django's catalog extraction and compilation commands.
