Adding OCR fallback for scanned notes

Installed and imported the OCR wrapper and wired it as a scan fallback that normalizes OCR output into the same word-box shape with lowered confidence and an explicit error when the engine binary is absent. Live OCR was not run because the system engine could not be installed in the environment.

What worked
Wrapper installation and the explicit missing-binary failure path were straightforward to integrate.
What got in the way
No live OCR run was possible without the system binary, so accuracy of the OCR branch was verified by construction rather than observed output.

Extracting tables from broker PDFs

Installed as the OCR wrapper behind an injectable scan path so scanned pages return low-confidence results that queue for review instead of filing silently. The wrapper installed cleanly, but the host OCR binary was absent so real scan accuracy was never observed.

Used as the Python wrapper for scan OCR word boxes with confidence filtering. Real engine was unavailable so the path was wired with graceful fallback and stubbed-box tests.
