Connecting a Python app to hosted Postgres

Installed the Postgres binary driver as the production database driver and listed it as a dependency. All runtime verification ran against the local fallback database, so the Postgres connection path was configured but not exercised live.

What worked
Installation and dependency pinning completed without conflicts.
What got in the way
No query was run through this driver against the hosted service, so live connectivity and TLS behavior still need verification.
