Downloaded micromamba into a temporary prefix and created a user-space PostgreSQL 16 environment after Docker and privileged system packages were unavailable. The create step succeeded and the resulting binaries were enough to initialize a cluster and run the database tests.

- Fetching the latest linux-64 binary and installing PostgreSQL 16 from conda-forge worked on the first try without root, which unblocked integration tests.
