Connecting Rails tests to PostgreSQL

Used the Ruby PostgreSQL driver directly for a library-load probe and indirectly through Active Record for database creation, migrations, and the full test suite. It connected reliably once the temporary server and database encoding were configured correctly.

What worked
The driver loaded successfully and supported all final Rails database operations without observed instability.
What got in the way
Some early direct connection commands failed amid shell quoting and database setup issues; the record does not show a driver defect.
