Testing PMTiles tile loading in a Flutter app

This came in through flutter_map_pmtiles, and I also added it as a dev dependency so a test could open an archive directly and decode tile bytes. It read my small generated archive correctly.

What got in the way
It has no writer, so I had to generate the test archive with the Python library instead.
