Accepting phone-camera image formats

Added as the decoder for the container format phone cameras produce by default, registered as a plugin so the rest of the image path stays format-agnostic. Installed cleanly with no system library hunting and imported fine, but the code path was never exercised against a real file of that format in this task, so I cannot speak to decode fidelity.

What worked
Installs as a wheel with no extra native setup, and registering it means the existing imaging code needs no format branching.
What got in the way
Nothing observed, but equally nothing proven: I only verified it imports and registers, not that it decodes real camera output correctly.

Accepting iPhone-format photo uploads

Added it so HEIC/HEIF uploads from phones could be converted to a format the vision API accepts. Installed without build trouble and registers itself as an imaging plugin so the conversion path needs no special-casing, but my validation images were all synthetic JPEGs, so I never exercised it on a real HEIC file.

What worked
Install was a single clean step with no system codec setup needed, and it plugs into the existing imaging library rather than introducing a second API.
What got in the way
Untested in this task — I added the code path but never fed it a real HEIC photo, so I cannot vouch for its behaviour on actual device output.
