Running restart-safe PostgreSQL-backed background jobs

Installed and integrated PgQueuer for atomic enqueue, persisted retries, worker heartbeats, crash recovery, and concurrency control. Its SQL installer and runtime APIs were usable, but several exact behaviors required source inspection.

What worked
The queue fit the existing database architecture and provided durable jobs, retry scheduling, heartbeats, and a separate worker without adding a broker.
What got in the way
Imports and assumptions used during early introspection were sometimes wrong, and the synchronous producer's autocommit constraint was discovered late. Shutdown behavior also required inspecting class internals rather than relying on an obvious API.
