Orchestrating document parsing models

PaddleX supplied the PP-StructureV3 orchestration layer and was pinned to the compatible OCR release. Considerable care was needed to disable downloads and map all offline model directories.

What got in the way
Optional orientation, table, and chart submodels made the exact offline model inventory harder to determine from documentation.
