Adding an in-cluster search service

Declared the ojdbc11 driver on a one-shot backfill path so historical rows could be read without adding a pooled data starter. The artifact resolved and the module compiled. No database session was opened.

What worked
A single driver dependency was enough to compile the backfill path while leaving the query service off the connection pool.
