Added the ojdbc11 driver for a one-shot backfill that reads existing rows outside the request path. The artifact resolved and the module's mapping tests passed. No database connection was opened.

- The driver resolved from Central, and the module that declares it compiled and unit-tested row mapping.

- Connection handling, pool behavior, and queries against the transaction database were not exercised.
