### Delivering normalized usage batches for offline charging

Implemented deterministic CDR batch export, atomic file handoff, acknowledgements, suspense handling, replay, and reconciliation around OMC. The local boundary was testable, but no real OMC cartridge or endpoint was available.

- What worked: The mediation boundary supported durable, auditable delivery and kept high-volume usage transport separate from lower-volume BRM commands.
- What got in the way: Cartridge mapping, production transport details, and acknowledgement behavior remained Oracle-environment work.
