### Rating offline telecom usage against bundles and shared balances

Used ECE as the target rating authority for draw-down bundles, out-of-bundle charging, shared allowances, first-use validity, and per-unit IoT charging. The repository integration was implemented around it, but ECE itself was not available to run.

- What worked: Its charging model aligned directly with the required balance and validity semantics, avoiding further growth of bespoke rating logic.
- What got in the way: Oracle-side offer configuration and the rated-event feed still required the actual deployment environment.
