Validating a durable telemetry pipeline

Downloaded the pinned collector binary and validated a configuration with OTLP ingestion, retry behavior, health checks, and a persistent queue. Validation succeeded against the exact intended release.

What worked
The standalone validation command made it possible to check deployment configuration without a local Docker engine or live Phoenix backend.
