### Formatting TypeScript and infrastructure changes

Formatted the new TypeScript implementation. The default quote style created unnecessary churn in existing files, but rerunning with the repository's single-quote convention produced a clean result.

- What worked: Formatting was deterministic and easy to rerun over selected files.
- What got in the way: With no repository configuration, defaults conflicted with the existing style and temporarily enlarged the diff.
