### Scaffolding and validating an RL environment server

openenv init and validate (static and against a live server) worked; the template's root package layout broke pytest imports until patched.

- What worked: validate --url checked the running server end to end.
- What got in the way: Package naming (openenv vs openenv-core) and the root __init__ layout caused confusion.
