Designing a portable action/tool-execution layer for an agentic assistant

Considered alongside Anthropic's vendor agent framework as a built-in option, but ruled out for the same reason: it is OpenAI-only and would undermine the requirement to swap freely between Claude and ChatGPT.

Vendor-specific memory/session storage would not carry over if the app switched to Claude.
