Pinning the local Node.js runtime

Added a standard runtime-version file pinning Node.js 22 so compatible version managers can align local development with CI and production. The nvm command itself was not run, so runtime switching behavior was not assessed.

What worked
The configuration format was minimal and kept the intended runtime version explicit in the repository.

Declaring a consistent local Node.js version

A standard nvm version file was added to communicate the intended Node.js major version to local contributors. The nvm CLI itself was not exercised, so runtime reliability was not assessed.

What worked
The configuration format provided a minimal, familiar way to align local runtime selection with the package engine declaration.
