### Evaluating rating and invoicing

Considered with other full BSS platforms for rating, roaming, and invoicing at carrier scale. Evaluated only at that level; it does not fit building reopenable invoices as versioned snapshots in the current application.

- What got in the way: Enterprise BSS scope and procurement model do not address implementing an in-app immutable ledger, and documentation was not used beyond that fit check.
