### Active Record vector queries

Added Neighbor to register vector columns with Active Record and express nearest-neighbor queries while keeping retrieval logic inside the Rails application.

- What worked: It provided the small Rails-oriented abstraction needed for pgvector queries, and real retrieval tests passed against PostgreSQL.
